It isn’t like Kat to wear more clothing than necessary. I think this is the Kat imposter. Eventually Cuddlep00p is going to reveal there’s been two Kats since the reboot, and the low key Kat is actually Kevin.
There’s no need for that, Mad Cad. This webcomic has the unusual property that nothing really can be said to be canonical, per se. Since the characters’ existence is purely for the purposes of amusing an audience they can’t even see, a facet of their existence is that on any given day, they could be teenagers, millionaires, or dead! (Ref: http://www.soggycardboard.com/?comic=003-existential-friends-3 ) so Kat can totally be sad that there’s no snow, or happy there’s no snow, possibly even in the same comic, maybe even in the same panel, and it doesn’t matter. She could also be Kevin in disguise, or a dopelgaenger from a parallel universe who came to take over Kat’s life while she was waiting in a bus terminal in the late 1960s, after a confusing incident involving a piece of luggage with a broken handle and a crotchety old bus depot clerk. Or not. And next week, she could be kidnapping Kevin with intent to molest him sexually (again) and none of it would have any longterm reprocussions. SCB occasionally does story-arcs, but by and large, each comic basically stands alone.
As an aside, I’ll add, regarding the first panel, that… oh Carmen, sweet Carmen… dat… ass… mmm… Anyway.
